California
EV or TOU rates offer meaningfully cheaper electricity — but only for kWh charged during off-peak windows. If you can consistently charge overnight or during other off-peak periods, these rates save money. If your charging pattern is unpredictable, or you can't guarantee charging discipline, the standard residential rate is often safer since it doesn't punish peak-window charging with premium pricing.
